Giovanni Mosquera Serrano Biography: Tren de Aragua Leader

According to facts gathered by our team, Giovanni Vicente Mosquera Serrano, also known as “El Viejo” or Jhovanni San Vicente, was born February 22, 1988, in Venezuela. He climbed high inside Tren de Aragua, the prison-born gang that spread across Latin America and into the United States.

Make we look at the facts. U.S. authorities charge him with international cocaine distribution conspiracy and with providing material support to a foreign terrorist organization. Tren de Aragua itself has been designated a foreign terrorist organization.

Prosecutors say Mosquera Serrano helped move cocaine from Colombia toward the United States and oversaw other gang activities, including violence and trafficking. A federal arrest warrant was issued in the Southern District of Texas.

On June 24, 2025, the FBI added him to the Ten Most Wanted Fugitives list—the first Tren de Aragua member ever placed on it. The State Department’s Transnational Organized Crime Rewards Program later raised the bounty to up to five million dollars for information leading to his arrest or conviction.

Where Authorities Believe He Could Be

He is a Venezuelan national who speaks Spanish. As it stands right now, investigators believe he could be in Venezuela or Colombia.

To be fair, the gang’s reach into U.S. cities through drugs, weapons, human trafficking, and street violence makes his capture a high priority.

He is considered armed and dangerous and remains at large.
